OMB Sequestration Update Report to the President and Congress for Fiscal Year 2003 (2.5 MB)
This report provides the status of overall discretionary spending based on Congressional
action to date and the status of pay-as-you-go legislation enacted to date.
Mid-Session Review, Budget of the United States Government, Fiscal Year 2003
(July, 2002)
contains revised estimates of the budget surplus, receipts, outlays, and budget authority
for fiscal years 2002 through 2012 and other summary information.
Budget of the United States Government, Fiscal Year 2003
contains the Budget Message of the President and information on
the President’s budget and management priorities, including assessments
of agencies' performance.
Analytical Perspectives, Budget of the United States Government,
Fiscal Year 2003 (3.2 MB)
contains analyses that are designed to highlight
specified subject areas or provide other significant presentations
of budget data that place the budget in perspective.
The Analytical Perspectives volume includes economic and accounting
analyses; information on Federal receipts and collections; analyses
of Federal spending; detailed information on Federal borrowing and
debt; the Budget Enforcement Act preview report; current services
estimates; and other technical presentations. It also includes information
on the budget system and concepts and a list of Federal programs
by agency and account, as well as by budget function.
Historical Tables, Budget of the United States Government,
Fiscal Year 2003 (2.1 MB)
provides data on budget receipts, outlays, surpluses
or deficits, Federal debt, and Federal employment over an
extended time period, generally from 1940 or earlier to 2007. To
the extent feasible, the data have been adjusted to provide consistency
with the 2003 Budget and to provide comparability over time.
Budget of the
United States Government, Fiscal Year 2003—Appendix
contains detailed information on the various appropriations
and funds that constitute the budget and is designed primarily
for the use of the Appropriations Committee. The Appendix contains
more detailed financial information on individual programs and appropriation
accounts than any of the other budget documents. It
includes for each agency: the proposed text of appropriations language,
budget schedules for each account, new legislative proposals,
explanations of the work to be performed and the funds needed,
and proposed general provisions applicable to the appropriations of
entire agencies or group of agencies. Information is also provided
on certain activities whose outlays are not part of the budget totals.
Budget System
and Concepts, Fiscal Year 2003 (0.2 MB)
contains an explanation of the system and concepts used to
formulate the President's budget proposals.

Budget Database
The Public Budget Database provides account level detail for
budget authority (1976-2007),
outlays (1962-2007) and
receipts (1976-2007).
This data is provided in various formats along with
a user's guide.
Government Printing Office
(GPO) Web Site
Budget documents for current and prior years are available for
downloading and viewing at the GPO web site.
GPO also maintains a searchable
database of selected budget documents in PDF and text
formats.

Budget documents are available for purchase from GPO.
Budget
CD-ROM
A CD-ROM containing all the budget documents along with software to
support reading, printing, and searching the documents is available
for purchase from GPO. The CD-ROM also contains many of the tables
in the budget in spreadsheet format as well as the budget database.
