Personnel Announcement

President George W. Bush announced today that he has named four individuals to serve in his Administration:

The President has named Jean Staton Mamo to be Deputy Assistant to the President and Director of Media Affairs. Prior to this, she served as Special Assistant to the President and Director of Media Affairs. Earlier in her career, Mamo served as Deputy Press Secretary to U.S. Senator Phil Gramm and as Director of Communications for United States Representative Sam Johnson. Ms. Mamo received her bachelor's degree from the University of North Carolina at Chapel Hill.

The President has named Joel Bagnal to be Deputy Assistant to the President for Homeland Security. Mr. Bagnal previously served as Special Assistant to the President for Homeland Security. Prior to his service at the White House, Mr. Bagnal held various command and staff positions as a commissioned officer in the United States Army. Mr. Bagnal received his bachelor's degree from the United States Military Academy.

The President has named Martin E. McGuinness to be Special Assistant to the President for Legislative Affairs. Prior to this, he served as Senior Manager at Washington Council Ernst & Young. Mr. McGuinness received his bachelor's degree from George Mason University and his master's degree from George Washington University.

The President has named Michael Y. Scudder Jr. to be Associate Counsel to the President. Mr. Scudder previously served as Counsel to the Deputy Attorney General in the United States Department of Justice. He received his bachelor's degree from Saint Joseph's College and his JD from the Northwestern University School of Law.
