Statement by the Press Secretary

On Monday, August 9, 2004, the President signed into law:

H.R. 2443, the "Coast Guard and Maritime Transportation Act of 2004," which authorizes appropriations for the Coast Guard for FY 2005; authorizes appropriations for the Federal Maritime Commission for FYs 2005-2007; and amends numerous maritime security, law enforcement, marine safety and navigation, environmental, and other statutory provisions related to the Coast Guard and other maritime programs;

H.R. 3340, which redesignates the facilities of the United States Postal Service located at 7715 and 7748 S. Cottage Grove Avenue in Chicago, Illinois, as the James E. Worsham Post Office and the James E. Worsham Carrier Annex Building;

H.R. 3463, the "SUTA Dumping Prevention Act of 2004," which requires State unemployment insurance (UI) laws, as a condition of State eligibility for certain administrative grants, to include certain provisions to prevent unemployment tax avoidance through business transfer transactions; and directs the Department of Health and Human Services to disclose information on individuals and their employers maintained in the National Directory of New Hires to a State agency for purposes of administering a Federal or State UI law;

H.R. 4222, which designate the facility of the United States Postal Service located at 550 Nebraska Avenue in Kansas City, Kansas, as the Newell George Post Office Building;

H.R. 4226, the "Cape Town Treaty Implementation Act of 2004," which makes conforming changes to provisions of current law governing the registration of aircraft and recording of aircraft-related contracts in order to implement the Cape Town Treaty;

H.R. 4427, which designates the facility of the United States Postal Service located at 73 South Euclid Avenue in Montauk, New York, as the Perry B. Duryea, Jr. Post Office;

H.R. 4327, which designates the facility of the United States Postal Service located at 7450 Natural Bridge Road in St. Louis, Missouri, as the Vitilas "Veto" Reid Post Office Building;

H.R. 4417, which modifies certain deadlines in current law pertaining to machine-readable, tamper-resistant entry and exit documents, including passports issued by countries participating in the Visa Waiver Program; and

S. 2712, which increases the commitment authority of the Federal Housing Administration (FHA) in order to preserve its ability to guarantee certain mortgage loans for the remainder of FY 2004.
