The goal of the terrorists -- whether they are Baathists, mujahideen fighters, or al Qaeda-type fighters -- is to create terror and fear among average Iraqis.

The terrorists in Iraq want to create the conditions where people are so fearful for their lives that they cannot think positively about freedom.

Our goal is to continue to work with those Iraqi citizens who understand that freedom is a precious commodity, and who understand that a hopeful life is possible in a part of the world where hope has been diminished in the past.

The vast majority of Iraqis understands the stakes, wants their children to grow up in a peaceful environment, wants their children to go to school, and wants to be able to live a free life that is prosperous.

The vast majority of people in Iraq understands that if America were to leave and the terrorists were to prevail in their desire to drive us out, the country would fall into chaos.

We are confident we will prevail in the long run and that we are doing good work right now.
