KEY POINTS: US-AFRICA PARTNERSHIP

Peace and Security

  • The President urges the nine nations involved in the 5 year war in Congo to support the establishment of a transitional government by June 30th.

  • President Taylor of Liberia must step down and the country must move toward a comprehensive peace agreement.

  • In Sudan, both sides in the civil war must make their final commitment to peace.

  • The United States will devote $100 million over the next 15 months to help Kenya, Ethiopia, Djibouti, Uganda, and Tanzania increase their counter-terrorism efforts.

    Health and Literacy

  • The $5 billion AIDS package approved by Congress will prevent 7 million new HIV infections, treat at least 2 million people with life extending drugs and provide humane care for 10 million HIV-infected individuals and AIDS orphans.

  • This year the U.S. will provide more than $800 million for the food emergencies on the continent.

  • The U.S. is committing $200 million over five years to train more than 420,000 teachers in Africa, to provide scholarships to 250,000 African girls, and to partner historically black universities in America in bringing 4 million textbooks to African children.

    Aid and Trade

  • The President has proposed a 50 percent increase in America's core development assistance through the Millennium Challenge Account.
  • The President is calling on Congress to extend the African Growth and Opportunity Act through 2008, to give businesses the confidence to make long-term investments in Africa.
