President George W. Bush discusses his Tax Relief plan at the U.S. Chamber of Commerce Tuesday, May 6, 2003. "You'll hear all kinds of rhetoric about how this plan is not fair. Well, let me just describe to you what it means to the family of four making $40,000 a year. It means their taxes would go from $1,178 a year to $45 a year," explained President Bush.
