Statement by the Press Secretary

On Tuesday, February 25, 2003, the President signed into law:

S. 141, which authorizes an increase in the dollar volume of guaranteed loans to small businesses during fiscal year 2003 under the Small Business Administration's Loan Guaranty Program by allowing the Director of the Office of Management and Budget to recalculate the subsidy cost of these loans.
