Assistant Secretary of State for Administration |
Rajkumar Chellaraj was nominated by President George W. Bush to be Assistant Secretary of State for Administration on January 24, 2006 and unanimously confirmed by the United States Senate on May 26, 2006. The Bureau is responsible for administrative support operations, including procurement; supply and transportation; real property and facilities management; diplomatic pouch and mail services; official records, publishing, and library services; language services; setting allowance rates for U.S. Government personnel assigned abroad and providing support to the overseas schools educating their dependents; overseeing safety and occupational health matters; small and disadvantaged business utilization; and support for both White House travel abroad and special conferences called by the President or Secretary of State.
His prior government experience includes serving as Senior Executive Officer and a member of the executive leadership team at the United States Mint from 2001-2005 with responsibilities for operations in West Point, Philadelphia, Denver and San Francisco. Prior to that, he was the Chief Information Officer at the Mint. Raj was also an appointee in the George H.W. Bush Administration with the Department of State, Agency for International Development where he served as Counselor to the Assistant Administrator for Asia, an office responsible for $1.1 billion in foreign assistance programs. There he recommended and implemented select aspects of the Asian Environmental Partnership programs. Raj also worked with the Environmental Protection Agency, Office of the Assistant Administrator for International Activities where he pioneered a major technology transfer program among business, government and non-government organizations.
Most recently, Raj was Director of Corporate Development at Celanese Corporation responsible for mergers, acquisitions and divestitures. While working with the Exxon Corporation he had Profit and Loss responsibility for both the industrial fuels business in Singapore and marketing jet fuel in most Asian countries. He was also Chairman of the Singapore jet fuel supplier consortium. He was Vice President, at Strategic Analysis Incorporated, a consulting firm in Wyomissing PA, where he was responsible for building client relationships, directing global engagements including competitive strategy development, customer benchmarking, acquisition and divestiture valuation and market assessment for both public and private corporations.
Born in India, Raj immigrated to the United States with a Bachelors Degree in Chemical Engineering from Madras University, where he graduated first in his class. He also holds a Master of Science in Chemical Engineering from Clarkson University, a Master of Business Administration in Finance from New York University and a Master of Public Administration from Harvard University (focus in Business and Government). He attended the London Business School, International Management Exchange Program and the Sorbonne in Paris. Raj enjoys playing the violin and golf, and speaks French, Mandarin, Arabic, Hindi and Tamil. He is married with one son and lives in Texas and Washington DC. |
