After addressing the troops, President Bush signed in legislation adding 1.9 billion dollars to the defense budget to provide increased pay, benefits and health care for America's armed forces. "I know how hard frequent deployments are on you and your family. I know that America owes you a decent quality of life. And those who wear America's uniform deserve America's full support," said the President during his remarks.
