Statement by the Press Secretary

On Saturday, October 16, 2004, the President signed the following bills into law:

H.R. 982, which generally exempts the interest on any bonds issued by or on behalf of the Government of American Samoa from taxation by any State, local, or territorial government.

H.R. 2408, the "National Wildlife Refuge Volunteer Act of 2004."

H.R. 2771, which reauthorizes the New York City Watershed Protection Program though FY 2010.

H.R. 4115, which authorizes the Salt River Pima-Maricopa Indian Community in Arizona to include binding arbitration clauses in all contracts affecting land within the Salt River Pima-Maricopa Indian Reservation.

H.R. 4259, the "Department of Homeland Security Financial Accountability Act."

H.R. 5105, which authorizes the Smithsonian Institution to carry out construction in support of the VERITAS observatory project, Arizona.
