Statement on H.R. 3491, H.R. 2297 and S. 811
Statement by the Press Secretary

On Tuesday, December 16, 2003, the President signed into law:

H.R. 3491, which establishes the National Museum of African American History and Culture in the Smithsonian Institution.

H.R. 2297, which enhances and amends veterans' compensation and benefit programs.

S. 811, which (1) establishes a grant program to assist low-income, first-time homebuyers with downpayments and home repairs; (2) creates a pilot program for intergenerational housing projects; (3) amends certain HUD loan limits; and (4) reauthorizes the HOPE VI program for two years.
