Statement by the Press Secretary

On Monday, December 1, 2003, the President signed into law:

S.J.Res. 18, a Joint Resolution that commends the Inspectors General for their efforts to prevent and detect waste, fraud, abuse, and mismanagement, and to promote economy, efficiency, and effectiveness in the Federal Government during the past 25 years.

S.J.Res. 22, a Joint Resolution that recognizes the Agricultural Research Service of the Department of Agriculture for 50 years of outstanding service to the Nation through agricultural research.

S. 1066, to correct a technical error regarding Unit T-07 of the John H. Chafee Coastal Barrier Resources System.

H.R. 2754, the "Energy and Water Development Appropriations Act, 2004", which provides fiscal year 2004 appropriations for the Department of Energy, the Army Corps of Engineers, the Department of the Interior's Bureau of Reclamation, and several smaller agencies.
