Personnel Announcement

President Bush today announced his intention to appoint three individuals and nominate two individuals to serve in his administration:

The President intends to appoint Arturo Duran, of Texas, to be Commissioner of the United States Section of the International Boundary and Water Commission, United States and Mexico. Mr. Duran previously served as General Manager for the Lower Valley Water District in Clint, Texas. In February 2003, he was appointed to be a member of the Joint Public Advisory Committee of the Commission for Environmental Cooperation. Mr. Duran previously served as an Environmental Coordinator for the Environmental Protection Agency in El Paso, Texas. Mr. Duran earned his bachelor's degree and master's degree from the New Mexico State University.

The President intends to appoint the following individuals be members of the Coordinating Council on Juvenile Justice and Delinquency Prevention:

The President intends to appoint Victor Rodriguez, of Texas, for the remainder of a three-year term expiring July 18, 2005.

The President intends to appoint Bray Bruce Barnes, of New Jersey, for the remainder of a three-year term expiring July 18, 2006.

The President intends to nominate the following individuals be members of the Library of Congress Trust Fund Board:

The President intends to nominate B. Francis Saul II, of Maryland, for the remainder of a five-year term expiring March 8, 2008.

The President intends to nominate Ruth Sharp Altshuler, of Texas, for the remainder of a five-year term expiring March 8, 2005.
