President Bush Announced the Appointment of One Individual, the Designation of One Individual, and His Intention to Nominate One to Serve as Members of His Administration

President George W. Bush today announced the appointment of one individual, the designation of one individual, his intention to nominate one individual to serve as members of his administration:

The President has appointed Grover Whitehurst of New York, to be Director of the Institute of Education Sciences at the Department of Education for a six-year term. Currently, Dr. Whitehurst serves as Assistant Secretary at the Department of Education. He was previously a Professor and Chair at the University of New York at Stony Brook. He completed his bachelor's degree at East Carolina University, and earned a master's degree and a Ph.D. at the University of Illinois.

The President has designated Eugene Scalia of Virginia, to be Acting Solicitor for the Department of Labor. Mr. Scalia had been the Solicitor of Labor since January, pursuant to a recess appointment by the President that expires when the Senate recesses for the year. Mr. Scalia received his bachelor's degree from the University of Virginia and his J.D. from the University of Chicago Law School.

The President intends to nominate Robert A. Sturgell of Maryland, to be Deputy Administrator of the Federal Aviation Administration, where he currently serves as Senior Counsel to the Administrator. Previously, he was the Senior Policy Advisor to the Chairman of the National Transportation Safety Board (NTSB). Prior to joining the NTSB, he was a Flight Officer and Flight Operations Supervisor for United Airlines. Earlier in his career, Mr. Sturgell served nine years in the United States Navy as an aviator and a member of the Navy Fighter Weapons School (Topgun) staff. Mr. Sturgell received his bachelor's degree from the U.S. Naval Academy and earned his J.D. at the University of Virginia, where he was a Dillard Fellow and received the Virginia Trial Lawyers' Award.
