Appointment
President Bush to Appoint Hogan to the President's New Freedom Commission on Mental Health

President George W. Bush today announced his intention to appoint Michael Francis Hogan to the President's New Freedom Commission on Mental Health, and upon appointment, he will designate Mr. Hogan as Chair.

Mr. Hogan is currently the Director of the Ohio Department of Mental Health, where he has served since 1991. While serving in Ohio, he has implemented comprehensive reform legislation which devolved mental health care to the community level, reforming forensic services to increase quality and public safety, and developing new approaches to children's services to increase local collaboration and reduce reliance on out-of-home care. From 1984 to 1991, Hogan served with the Connecticut Department of Mental Health, first as Deputy Commissioner for Administrative Services, and then as Commissioner from 1987 to 1991. He served with the Massachusetts Department of Mental Health from 1976 to 1984, and was an Administrative Intern with the New York State Department of Mental Hygiene from 1975 to 1976. Hogan served as a Member of the National Advisory Mental Health Council from 1994 to 1998, and he was President of the National Association of State Mental Health Program Directors Research Institute from 1998 to 1999. He holds a bachelor's degree from Cornell University and a doctorate from Syracuse University.
