QUESTION: Is the administration proposing some sort of compromise on terrorism insurance? And can you explain what it is?

MR. FLEISCHER: The administration continues to talk to the Hill about terrorism insurance, about the 9/11 commission, about homeland security, about faith-based legislation, hopefully about welfare reform. These are why I was saying there are many issues that remain in the great muddle on the Hill as they get ready to leave for the year, or leave until the lame duck. On terrorism insurance, we do continue to talk to them about how to preserve jobs and make certain that people who own buildings that are hit by terrorists, if that would be the case, are not made liable for something they had no responsibility or no involvement in. And so these are ongoing discussions and we continue to hope that there will be agreements reached.
